That's Epic Store, not Steam.

on the left it's a program that show which program access which files and other system resources. you can see that once epic is lunched, they immediately start scanning your steam folder, probably to collect your private info and gain edge on the competition, steam.

this practice is illegal since they didn't ask for consent, and even if it was - it's basically acting like a spyware.
