Zullie, as unloving as she was unloved, grew jealous of his devotion and sought to lead him to ruin through magic and seduction, but all attempts failed. After many attempts, she legitimately fell in love with him and became his closest companion and supporter. Despite this, Alva still failed his quest. He relinquished his knighthood in anguish, but Zullie pulled him out of his despair. They found meaning in one another and traveled the world together.

I think it's rare because the vast majority of people are unironically unable to forgive or become attached to a "bad person" and would much prefer muh childhood friend or something.
The exception to this are women, who like to romance the "bad boy" in games typically, but unless you're gay, you usually don't want to romance an evil dude as a dude yourself. There's also just generally a lack of cool evil women in games in general I find. If they do exist they're usually sorta one note.

Don't get me wrong, Tatsumi could have almost certaintly bit the bullet early on and pulled her out of the fighting altogether by promising to be with her, as long as they left the country (leaving them with the OTHER general, who is revealed to only be fighting the war, so that he can turn on the government "officially" and cure the corruption himself).
It's hardly Tatsumi's biggest crime though, the biggest is that despite himself being the least devoted to his little assassin troupe and the most emotionally connected to the empire, he never got any sort of relationship with Wave, despite them being basically the same person, but on different sides of the conflict. We could have had an interesting philosophical discussion between them, or a tag-team for the ages as Tatsumi defects to Wave's side because even Tatsumi (should) be angry about what happened to Bols /rant.

Basically this. There might always be a shitton of fanart and fans for villains online, but people forget that those are always a dedicated minority, just like drawfags in general. The vast majority of fans are always casuals who barely even post and they are always MC fanboys, regardless of the PC's personality, as long as the game is telling them that the MC is "good". And yes, there is a lack of evil female characters. Even when a girl is supposed to be antagonist the game usually backpedals on this idea to make her more attractive to the main crowd, resulting in innocent non-villains who are just misunderstood and join the team after a while. But this isn't really what people mean when they're talking about villains and characters with actual conflicted personalities they want to romance.

I think part of the fascination is caused by the healing ascept such romances have. It doesn't have to be an actual personality change, just making the villain fall in love in the first place is already some sort of healing since villains are, in most cases, just broken people. It's just a fucking awesome thought that there is some dangerous, hateful villainess or villain out there only you learn to understand and can save from themselves.
