But if most of the potential customers end up not really caring all that much about which store they buy it on, then it's entirely possible that it wouldn't. 18% of the revenue on potentially millions of copies is too big of a difference to just handwave away. Plus, it's a single player RPG, it's not like it needs any of Steam's social or multiplayer features.
There are surely some people who will refuse to buy it if it's not on Steam, but until we have actual data on that we can't conclusively say whether or not it's more economical for Take Two.
Take Two isn't confident about the game sales so they took Epic's bribe and the 'guaranteed minimum sales' shit because they know it'll be shit.

That's not true at all. With the difference in Steam vs. Epic cuts, there is a window in which they can sell fewer units on the Epic store but still earn the same or higher profit. They don't have to secure EVERY single potential Steam customer, they only need to secure enough of them.
