Do you really think that, when games with budgets in hundreds of millions of dollars come out absolutely putrid? Just look at something like Battlefield V. Absolute bottom of the barrel effort even though they had virtually limitless resources and funding.
The problem is not that the industry lacks money to make good games with, it's that consumers are complacent and eat up anything that is shat out on their plate. Simply put, the average consumer does not know how to (or in the worst cases, does not want to) demand for quality.
