You're the retard here. They own Rival Schools, some of the music and vocals used in the older games however are not used by them. They can't rerelease the older games because of that, that doesn't mean they can't make a new game in the series.

No, she really is a leftover. She (and a couple of their SNK wannabes) were designed for a game called Capcom Fighting All-Stars, which was going to be a 3D "Capcom VS Capcom" in the early-mid 2000s (which itself was made to salvage assets from a cancelled 3D CvS3.) Reactions were so bad during playtesting that it was cancelled. It was from there that they drew a spriteset for her oto put her in Capcom Fighting Evolution.
