Outside of few leads and studio heads nobody will have a say on a single thing, most stuff will go through junior>senior>lead>team manager> main project manager> and sometimes studio heads
That is if it dosnt hit on the way the community manager, testers, writers and for some reason HR and few daily meetings.
And then if you got more than one lead in one department, like 3 art leads and few project manager it will turn into a shitshow.
For most people its just a job, one you try to do best you can and in which some find a real passion, but it sure as fuck isnt your life, there is 0 way to really get involved into it unless you are higher up the chain as your ideas will never stay in the original form.

Free college is completely doable. The current system is simply vastly overpricing the real value. What does college come down to? Hear a bunch of lectures repeating what you can read in a book and write a test mostly. You don't need to employ an army of professors for that. A single youtube lecture for everyone + a test overseen by some lowpaid helpers is enough. You need lab work for biology but even that is not that expensive in comparison to the prices they want for their degrees. It's a scam simply that is going on because people got convinced that it's worth falling for it.
