Keys are literally free for publishers to generate. They can then sell them to third-party sellers like GOG, Gamesplanet and Fanatical. Valve sees no revenue from this. The only requirement is that Valve is allowed to still sell the game on their own store

Around 2009 you saw the first batch of sales with prices in the 75-90% off territory. at that price, justifying piracy was difficult as the convenience factor was too good to overlook. the platform grew and people grew fond of it as a service. valve had years to mature its service to include reviews, hub station, built-in modding tools per game.

none of these other services offer anything close.
