You know, Dragon Quest is kinda a funny case, "the bigger they are the worse is the fall" in play.
On the first look, some extent of DQ content is a no-brainer. Its a game Japan heavily associates with Nintendo (Enix going Playstation hit Nintendo's stock harder than Square), it sells more than 80% of the IPs in Smash, and it's by far one of the best performing SE IPs on the NES, SNES, GBC, DS, and 3DS.
Yet, why there hasn't been the content of it along with Cloud? Sugiyama is a problem, but he can't stop an assist trophy or Mii Costume. Personally? I think the Enix side of Square would take that as an offense, yet they also struggle to get a full character because of the music.

Who would be the best Shmup rep? Reimu covers both Shmups and indies, but you could also say that Reimu is specifically Verti shmups, or specifically Bullet Hell/Danmaku rather than regular Shmups. Some might even say she'd only represent indies in general. In that case, I think other eligible candidates are:

Still, I think you could use ZoE Vic Viper as a base and just sort of handwave the pilot inside as "Vic Viper's Pilot" with no further explanation— like how Duck Hunt has the gunner and all— and give the ship some extra characterization through a slightly more cartoony design and some emotion via animation, similar to what they did with G&W and ROB.
I mean, fuck, Twinbee has a pilot too, and he's barely ever mentioned since Twinbee himself is also a character.
