Let him hold an item that eliminates Slow Start's affect on his Attack (meaning only halving Speed). Takes up his item slot and doesn't immediately launch him into high Ubers territory or anything.
He doesn't become unstoppable but he gets to strut his stuff pretty well.

Then look at Kyurem-Black and consider how well it fares in the meta.
Then look back at Regigigas. I'd be okay with a neutral or super niche ability. No changes to stats needed.
