Yes, some people do, but a lot of people don't. Google doesn't need to make Stadia available to everyone; just enough to make their service profitable. Sony, MS and Nintendo all make profits and they rarely sell over 100 million units each generation. There's definitely more people than that with Internet connection good enough to run Stadia.
Very few people have internet good enough to stream a game at 1080p and 60 FPS with out horribly noticeable input lag, user. Not to mention the vast majority of people in America are being fucked by their local telecomm monopoly, and even if they do have a strong enough line to play a Stadia, they're sure as fuck not going to be happy when they get their bill for going over their data cap.

Google fibre failed because they couldn't build out the infrastructure because it wasn't popular enough in the regions they DID have it in to justify the expense. Stadia requires a massive edge datacentre to get low latency near every major tier2 ISP. This will fail for the same reason google fibre failed.

Stadia is being aimed at a gaming market, and not the one who plays whatever kind of free shit on their phones or tablets, but actual consumers who play both long single and multiplayer games, who already know for a fact how important reaction times and framerate are. If someone has a good specs PC, they'll stay with what they know best instead of having to deal with an unstable streaming service; if someone has a phone or a tablet, they have to hope their device will be able to play said games, otherwise they'd be in the need of upgrading, meaning spending several hundreds on either a new phone/tablet or a new phone plan with their favorite company. Meanwhile console players won't give two shits about it, other than those not knowing any better. Even those who only use their console as a Fortnite machine would rather stick to what they have instead of spending a monthly fee on a subpar service.
And one last thing: Stadia is meant to be used on a 100% stable internet connection, which can only be realistically possible if you live completely alone and the only service you're using at that moment is Stadia. As soon as someone decides to watch a Facebook video on their phone, your gameplay is fucked, this means that the service will be an absolute disaster for those living with families or roommates who frequent the use of Netflix or Youtube. They already pay a monthly subscription for a subpar service; it's called PS+ and Xbox Gold. The difference with Stadia is they're not asking for and the up front $3-400 investment of the hardware.
