On the one hand that's kind of true. On the other hand what's to stop anyone else from building an identical software platform on virtually identical hardware that devs can support just as easily?
Google already did this to Valve, what's to stop Valve from responding, or anyone else from taking the same software+hardware stack and making their own console or streaming service?
Because if this streaming shit becomes the new standard they'll likely be the only ones able to pull that shit off. The server costs will be insane if you actually want to keep up 60+ fps and consistent image quality

The whole "instantly start playing a game halfway through" is not going to last. It's a novelty at best but once that wears off, no one will be interested in being dropped into already-started games
It won't become the new standard because it has far too many restrictions and requirements for it to work as good as they claim, or even on-par with other consoles.

Even if google are the only ones with servers that can handle 4k, other competitors will surely jump in if it's successful. The fact that OnLive was able to even ATTEMPT it almost a decade ago is proof enough that a big company could at least present something playable.
Either way people aren't suddenly going to stop buying normal consoles even if it's insanely successful. Nintendo will always be a competitor because people will buy from them for their exclusives alone.
And that's not even considering the people who will AVOID streaming games because their internet sucks or they want to have their content saved to their PC
