Google had an unexpected problem where majority of ISP contracted with a city refused to allow them to use existing infrastructure for the Fiber. So Google would have to build their own tunnels and poles in a lot of areas which would become a nightmare

I don't think they want or need exclusives. There is no real barrier to entry (like the price of a PS4) for playing Stadia games, so there is no need for them to try to lure people into using it with exclusives. The whole appeal is the convenience of it
