I have a friend who wants to play one of either SM or USUM, but not both. Which is the better choice? I know Ultra adds some things, but the original seems to have benefits too.

They didn't backpedal. Her character literally lost the motivation she had in SM to become what she did. Do remember, she was NOT bitten by the beast until near the end of the game in SM, so it's not the venom making her nuts.
She was changed purely as a byproduct of the new plot devices introduced. The URS had domesticated Lunala/Solgaleo and were readily using them for dimensional travel, so she didn't need to get obsessed with Mohn's research and consequently Nihilego.
She's not a dindu either. Just because the story focused less on Lillie's growing up story doesn't make Lusamine going rogue and releasing Necrozma any less of a shitty thing to do, and the URS does call her on this.
However, in neither situation does she serve legal punishment. Her "punishment" in SM was going into a coma because of the negative effects of the venom. Without the venom, she just went back to business as the CEO of Aether Foundation.

TLDR She wasn't, her role in the story was fundamentally changed by the URS existing.

I personally prefer Sun and Moon myself, but I think I prefer the anrrative going through and the end game was cooler to me rather than a rebranded team rocket.

Lusamine is so obsessed with ultra beasts though, and drugged out by Nihilego in the normal SM, that I wouldnt be shocked if she began trying to force those under her or being manipulated by her into dressing close to ones shes seen.

Her story is entirely the same, minus the Nihilego plotpoint. She still creates an incredibly oppressive and abusive environment for her kids, enough to drive them away completely. I don't expect exaggerated Hollywood, but you are foolish to think anyone in her context would respond to seeing her husband, WHO SHE THOUGHT WAS DEAD, with "Hello, let's work together sometime in the future!". Its even shittier story-telling to completely undermine a character's motivation in a resolution that ends in 5 minutes. Her backstory wasn't integral to the main plot, so it absolutely would be justifiable to make it a postgame scene.

The Nihilego plotpoint was pretty critical in developing her obsession, and it's clear the devs didn't give enough of a fuck to change some of the consistencies that only made sense with that like Lillie's outfit because they're lazy hacks. I saw the scene as her slowing leading up to seeing him again and not trying to immediately spook him by sperging the fuck out, it opens up a suggestion that he'll be coming back to visit. It's one of the least offensive parts of a very shitty plot.

I don't recall her saying that she thought he was dead anywhere. Then again, also remember this is at least a month since the events of the game, and both Lillie and Gladion have left. Lillie has mostly made up with her (indicating she's not as psychotic now and is at least sane enough to have run the company for a month more without major incident) and do remember that the URS had appeared early enough to have removed the need for the Nebby containment cube plan, which was fairly early.
Regardless, the plot's just so full of holes and inconsistencies that I can't even disagree with you that much on it, but I do stand by this one small scene as being at least less shit, even with the pathetic excuse of "she got over it"

Regardless, the plot does have many holes and inconsistencies that could contribute to this. I don't blame you for your opinion, but I just really hate the "that's how it is" approach to story telling. If you're going to give a character a tragic backstory, have them react appropriately to it.
