most homebrew and stuff is intended for 3.60 too, and being on 3.60 doesn't stop you from playing games made for higher firmwares (that already been sorted out).
Eitherway downgrading to 3.60 from 3.68 is a easy step on vita, it's not something you're gonna need special tools for.

The developers understood that if they marketed the Ouya accurately nobody would be tricked and they wouldn't make any money. Obviously. It went to R&D. Instead of settling upon an earlier design revision which was absolutely suitable and would have been perfect for a first release, they scrapped it entirely once the campaign went viral, because they thought they needed to look more minimalistic. So, that was like $800,000 gone right there.
They spent millions of dollars getting in contact with chinese manufacturers, most of whom, when they saw the rate at which the ouya was being publicized, scurried away because the hardware was more than likely just repurposed garbo phone parts. That cost them millions. Compounded with popping bottles and hiring on new staff when they were still pre-revenue just assured their failure.

You can pirate vita games, yes. It has a near 100% accuracy psp inside of it so anything you could do on a psp, you can also do on a vita. There's a few other wonderful homebrew apps, chiefly moonlight, which lets you stream your pc to your vita for on-the-shitter emulation of more demanding titles that the vita can't play, like gamecube and ps2 stuff that never got ported natively.

There's a dongle that fits in your vita's game cart slot (so no game carts while you use it) that allows you to daisychain a microSD into it, which will give you way more storage than you'll ever need.
Personally I use a 16gb card and it's plenty of space for me. I've got usually 2 or 3 big JRPGs on there, plus a fuckton of SNES and GBA games. They're not 100% cycle accurate blah blah blah but I don't give a fuck, they play fine, full speed. vita's still getting tons of newer indie games too, used it to try out darkest dungeon and stardew valley, ended up buying them both because of it.
How well/accurate dp GBA Rhythm plays on it?
I'm thinking about putting Rhythm Tengoku on it because playing that shit on touchscreen was pure cancer.
Haven't tried those games in particular, but I'm perfectly capable of getting full 16 hit combos on mother 3 through my vita, consistently. I don't think the rhythm heaven games are any more demanding in particular.
Also there's a retroarch port for vita if you don't want to use the PSP emulators, just in case I didn't make that clear. So if it runs okay-ish on a retroarch core, chances are on the vita itself it'll run fine too.

I have three GBA emulators on adrenaline (the inbuilt psp emulator on vita), a fork of GPSP kai that I use for some notably buggy titles. FF6 GBA, breath of fire1/2 with a fuckton of hacks thrown on, mother 3.
There's another one I use for 3D games on gba, and then the regular, most recent fork of gpsp-j for general playing.
mgba on vita is just the standalone version of the retroarch core, and they update the retroarch core more often than they update the standalone bubble (executable) so you're only hurting yourself by using it. same with the snes9x vita port. it's just using the 2005 core.
I've been doing hb shit on the psp since 2006 so a lot of the stuff I have i've had for a decade already, i'm sure someone out there has nice and cleaned up sets of emulators for you if you wanted, but generally any ol' thing will work, the psp emulation is just cause it's more comfortable for me to work with, and cause I fucking hate retroarch. mednafen tier "heheheh we're great at everything except running games" retardation.
