Probably not. DAI is completely different to both games and plays like an MMO more than anything with quasi action combat and cooldowns.
Story is pretty weak too, though not as retarded as DA2.

Inquisition is alright, but only if you drop the completionist mindset of believing that all side-quests are worth doing.
For all of DA2's faults I still remember feeling compelled to try to finish all the unique quest-lines and meet different characters all throughout the game. But the vast majority of play-time in Inquisition is interchangeable fetch quests and MMO style exploration. There are some decent moments in the main story and party member quests, and bigger prettier environments, but so much of the world just feels like filler compared to past Bioware games.
