>Leon is sent by the American Government to the town to investigate the rumours of the rival organization having involvement with the town
>Sherry is there to assist him, given their relationship and experience with Bioterror
>All 3 are separated and interact with each other throughout their solo campaigns
>Leon covers the Museum which leads to a area reminiscent of the Marshelling Yard and then to the underground lab and learns about their progress with the E-type series
>Sherry is MIA for the game (because I don't know what I'd do with her)
>Claire ends up exploring the city streets and learns about how the rival organization has been dealing with the town during their stay
>During Claire's campaign she'll receive a message from Barry saying Natalia has gone missing (she's nearing 20 at this point)
>All 3 culminate in their own separate bosses, and they reunite at the end, Claire being completely unaware the other two were in the city until she got to the labs
>After beating all 3 you unlock The Jake Campaign
>it's a short campaign where he fights some BOWs for easy money and ends up finding a makeshift lab, where he is taken out by NatAlex
>Game ends with her smiling and panning over to a phone which reveals she set Jake up

It would get like a 79 on metacritic for not changing enough if they just did it like that and Capcom knows it. RE3 was not even a big hit in its day, it would be hard to make it superior to RE2R without changing a lot of shit and you don't do that by reusing all the same assets again. Plus people are bored of dodging and fighting RE2R's zombies since thats 90% oof what you do in the story and DLC scenarios.
