What I never understood about the flat structure of Valve is that if it is truly like that and people work on projects they want to then surely there'd be a ton of original games in development at all times. Because there's a ton of dedicated people there and everyone that leaves Valve immediately goes on to make an original game.

So there has to be some sort of vetting process and that process has to demand that any game developed from valve needs to be a billion dollar profit and dlc, games as service, 20 year franchise etc.

So that process has to be what is killing HL3. Imagine you had the resources of valve and could make any game you wanted. Such a shame.

It's hard to get a big project like a video game if there's no structure in place.
Artifact was likely made by executive decision, hence why Richard Garfield was hired on and why it actually was released. Valve saw the big dollars card games were raking in and decided to try and cash in on it, so the higher ups (like Gabe) probably threw out the flat structure and told people to get to work.
