I thought Claire was kinda bitchy / bossy in the original RE2, but still a cool character.
Code Veronica was *her* game. They took her RE2 incarnation and made her nearly as cheesy as Alice from the live action movies and gave her a super annoying love interest but just killed him off.
Next, RE3's epilogue made her seem like a massive bitch leaving Leon and Sherry like that after the events of RE2.
Then the CG movie, Degeneration, just perpetuated the theme of her becoming a spinster who always saves little girls and should've got with Leon (but he doesn't want her because he chases Ada).
Darkside Chronicles retelling of RE2 did much of the same thing and pushed the Claire chasing Leon chasing Ada angle again.
Then Revelations 2 came out and turned her into a bitch again, but this time she looked like Tobey Maguire and was not good with kids anymore for some stupid reason.
REmake 2 Claire is the start of her redemption arc is far and a way the best version of her.

Not really. It's pretty non-existent. Capcom won't let themselves design a solidly good looking girl anymore. Claire has a great face/character but pre-pubescent body, Ada was alright all round but not great, the mayor's daughter had a great body but some god awful face.
It would be fine were it not for the fact that it's a change for the series and they haven't done the same with the men. I'll be interested in how Jill comes out if they redo 3.
