No, the dub is what makes it fantastic. Those voice clips make the fights in that game something else.
Also, there was a surprising amount of dedication into making mechanics that follow the series logic.

i didnt mind the dub at all actually but some people might find it a huge negative. the burst/cancel mechanic is fucking great and even though the lvl3 burst seems broke the non blocking tradeoff made it actually balanced considering how powerful blocking is. me and my friends played it so much lol. the fact that shit like mr 1 let you set up combos where you could set him out in the middle of your combo or after a lingering super, run off and break a chest, get more gold and smack someone with your ult was nuts. also all the villains seemed like they were a bit better honestly. i have fond memories of the gamecube version.

cut characters and 4kids dub aside, it's fucking great. The pinnacle of One Piece fighting games. Burning Blood wishes that it was this good. Gets bonus points from me because every recent OP game forces Sanji to be worthless against female opponents, but in Grand Battle fighting a female character just changes all of his dialogue and special effects

Tons to see and explore. Lots of enemy variety. You can play as everyone from the crew up until Franky and switch on the fly. Lots of fun bosses. Arena mode lets you play as literally any character in the game. Only game that got the superior Funi dub.

They're all good, but the last one was best. A big selection of playable characters that all have unique things to them. A lot of content between the story mode and the mission mode.
Pretty much every other OP game sucks. I'd be more mad that I bought the Burning Blood CE day 1 if the Whitebeard figure wasn't worth the price on its own
