Basically, all of the older women are better from a romance standpoint. They actually seem to give a fuck about a relationship with the MC. The only standout from the teens might be Futaba. Everyone else felt like there was no relationship or closeness.

Kawakami and Tae seem to exemplify this best as they are literally planning to live with the MC when he finishes HS. Futaba is the only other girl who goes out of here way to say "lets stay together after you leave."

Ohya also sort of does as well but no one likes Ohya apparently.

For me, Tae and Kawakami are tied for #1, Futaba second then probably Haru just for how sad she made me when I rejected her. I wish she had more development as she also seemed to care a lot for the MC.

Hifumi was just one of Makoto's first designs before they settled on the final one. ATLUS ended up liking the design enough to repurpose her into a confidant. Hifumi was never meant to be playable, and anyone who tells you that is pulling that info out their ass.

While the age of consent IS as low as 13 in parts of Japan, that doesn't mean that as a 40-year-old dude you can go fuck 13-year-olds. In fact most places have specific laws preventing that sort of relationship if you're under 18, at least in relation to older people. This obviously varies by location, but generally yeah they would be pedophiles depending. Especially in Tokyo.
