It's a little weird, I don't disagree. I just thought it was neat the God of War artist drew Ridley.
I don't think his recovery is bad at all. He's about stage control, anyway, so if you can't maintain it, of course he's going to have a hard time. He has weaknesses but I think there's characters with bigger ones like Incineroar and Little Mac, and characters who have weaker neutral tools like Kirby. Nair/fair and dtilt/ftilt are decent tools and upair/utilt have good uses too, all of them with decent reach and wide hitboxes. Fireballs are stupid good against weaker recoveries/characters that have to recover low. Up-b has nice invincibility. Side-b is a good mixup.
I think he's very middle of the road, if a little on the lower part of that "middle". I'm not some extravagant player, though, just king of my casual group that I play with. I know there's people that will know better, that's just my experience with him. I don't think many characters are truly "bad" in Ultimate anyway, though, just those that are easier/get more for less effort

I feel like pro controller is best for him now that there's a shortcut for shorthopping. I currently use the default setup with tilt stick, high sense, A+B smash on, special on LB, shield on LT, jump on RT, and grab on RB. It's lacking grab on face button for item play, but otherwise it's pretty comfy.

I'm sitting at 4.2 million with big guy not that GSP means very much and his recovery is horrible. His up-special can be a fun surprise kill move but off-stage it is totally worthless. I've had Donkey Kong bair me through it at full mast because its hitbox is the size of a pinhead, it doesn't cover you at all.
The fact of the matter is he's got a grand total of 2 ways to get back on stage, one of which fails if you're sufficiently knocked away (vertically or horizontally), making it easy for even the most braindead anime swordsman to stump you. Compare to characters like K. Rool who are supposedly lower tier yet can recover from anything and deal damage doing it.

Keep at CQC range if you want to have a chance, because he's not going to try and contest tipped aerials, he'll throw you lemons/metal blades to disrupt your rythm and take advantage of that to inch into melee with frame advantage.
Really, his best range is the outer 2/3rds of a lemon's range, he gets a lot of fucking freedom of movement around that place

K. Rool's and Inkling's buries are actually better now since it grounds you for longer at percentages where it actually matters and can follow up into a KO.
The power gap between high and low tiers in Ultimate is actually not so large. If he solely nerfed top tiers the game would be fine. A problem is a lot of characters who are perceived as "low tier" like Pac-Man or Duck Hunt have very few people who actually main them, so it's hard to get a grasp of how good or shit they really are. Japs actually think Pac-Man high/top tier in this game and DH is annoying as all hell when the player is halfway decent with them. Hopefully gathering elite smash data will help them balance the game a bit better, but don't expect competitive balancing since Sakurai himself said K. Rool's online stats were unimpressive and he only nerfed him because so many people complained about him online.

As of 2.0 you can shorthop with pressing two jump buttons, so if you can map two jumps and still press X you're good to go.
I use GCN controller with L for jump, Y for shield, c-stick set to tilt, tap jump off. I've got sensitivity set to low (would rather get accidental tilts than smashes) and A+B smash on.
I've yet to come across a black & yellow Mega Man online that isn't a total scrub.
I hate how they made that move retard-proof in this game. It was already a good enough move in 4.

The problem is that his stats are just altered Mario stats, so the difficulty of changing his to be completely unique and not just edited Mario stats will most likely be the reason why he’ll go mostly unchanged.

Idk how. I didn't play her much in 4, because she was just so op in some cases which kinda turns me off to a character, even if i like them, if they get overwhelming distain. I still played her now n again as my waifu if I had to pick one and it stuck. I can admit when i first started playing her in ultimate that in under 30 seconds i could feel she was such slow garbage. I think it may have just been opponents not seeing her online often that could get away with shenanigans.

I get the point that you're trying to make, but there are clear roles that some characters to excel and suck at
MK barely works as a spacie, because he has shit range, but he's good as a rushdown
Ganondorf is good as a defensive character provided that you can read intentions, but he cant space well enough since he has no speed and framedata to punish fast
Yoshi's good at mixing you up but cant projectile spam too hard since his eggs dont enable him too much
Megaman excels at breaking zoning and spacing since he has rather fast projectiles with little knockback and just enough hitstun to block other projectiles and let you move and close in during so, but he's not good at pure rushdown/in your face since his only real options up close are fair and dtilt, and arguably usmash
You can play him however you want to, but as of current patch, his best performance will be at invading your safe space
