The sprites of the more human-ish characters didn't have have hands and feet quite as huge as SF3 and such. But they were bigger than SF2. In fact most of what really became "the" Capcom fighting game art style as we think of it was established by the transition from SF2 to Darkstalkers. That was where they switched from gradiated from shading to linework and flat-color based cel style, where the characters' proportions and movements started becoming more stylized and exaggerated, etc. All that stuff which carried over to Marvel, Alpha, and eventually SF3.

I sadly don't, and most gifs I have are too big for Yea Forums. The thing I think it is is that while the sprites are big and detailed characters have little animations. Unlike previous games which opted for smaller sprites but with great animation XIII went with these huge and highly detailed sprites but characters' look weird in motion as they don't convey their actions well.
Watching gameplay shows it well I feel. You look at things like character's dashes and you see how lazy they look.

SNK has been in a slump for some time so while it seemed like it was them trying to make the best of a mediocre budget. Attack animations and such feel lacking, though it seems they were aware of this themselves. You have attacks like these where what should be animation is hidden thanks to particle effects. They were clever about it with some cases, but not every character had the luxury of being able to easily hide it.

SNK Heroines is such a sad game. It was a clear anime waifu cashgrab to bide time for SamSho and KOFXV while strengthening ties to other companies with the crossover DLC. Despite that, I think it still ended up doing pretty fucking poorly sales-wise, but I'm not certain.
