Hot take: Urizen didn't actually kill anybody, except maybe a few demons on the way through the Qlipoth. The tree shows up every 1000 years anyway, he just found a good spot to sit and plug himself into the tree to feed while waiting for the fruit to spawn. The tree and the demons spawned from it were going to rampage through the city with or without him.
