Because unless you use a controller pretty much the only things you can play are rpgs. That being said I've been playing ffta2 at work. Gameplay is fun but the story is trash.

I just hate touch controls. It's pretty amazing my Note 9 can run anything up to GameCube at full speed but the controls are awful and carrying one of those bulky clip on controllers around is annoying too

The appeal of emulators on phones is that it's very compact and portable. Why would I lug around an extra peripheral just so I can emulate? Unless you're implying that you'd use it at home, in which case I'd rather just emulate on my computer.

Because the controls suck major dick unless you have a cumbersome setup that defeats the purpose of it and the emulation is extremely finicky most of the time. To top it off, most games are designed for long playing sessions and don't work that well on the go.
Playing games designed for mobile is a much better experience, even if finding a GOOD mobile game (aka. good gameplay and no gachashit) is a needle in haystack situation.
