It somehow doesn't make any sense. Nero was always ridiculous in powers and somehow everyone including himself didn't think anything was wrong with that at all. He even grew up with people that worshiped demons and their power and that did tons of demon research and no one bothered to check Nero out, the guy who had the blood of the god you worship.

Nero as a character and his story makes no sense at all.

Nero did not always have that arm, it was activated when his arm was hurt. It's been in constant DT mode since. The arm transforming was the exact reason he joined the order. He knew nothing about it, and I believe thought it was possession.

The fucking ending is pretty much just them hanging out and shooting the shit, while occasionally also fighting.

He was already in the order before he got that arm, in fact he was their best warrior. The game states explicitly that he got that arm when he was hurt during a mission for the order.

But that doesn't answer my question. How'd he get his hands on blueprints for the sword in the first place? The materials to make it? The money to finance it? The skills to craft it? Probably means nothing, but the notes explicitly stated he made it all himself. Blue Rose too.

That shouldn't matter to your moral considerations. Vergil has continuously proven himself to be a power hungry menace that can't be trusted with that power. There is no need to punish him but he has to be stripped of his power or imprisoned for the safety of others.
