Apparently, Vergil had nothing to do with the tree and it's nature of drawing blood from innocent humans. He just took advantage of it since it was going to happen anyway. It somehow doesn't make any sense. Nero was always ridiculous in powers and somehow everyone including himself didn't think anything was wrong with that at all. He even grew up with people that worshiped demons and their power and that did tons of demon research and no one bothered to check Nero out, the guy who had the blood of the god you worship.
