>Tier 2: J = L Explanation: If you're playing on a right-side well you will usually encounter more J dependencies than L dependencies. However, the L piece is very useful for burning lines and increasing the height of double-wide wells. Both aren't as versatile as I and T, and you will have more instances where you can not fit them anywhere.
>Tier 3 S Z Explanation: S is above Z here because Z leaves garbage when placed in a double-wide well while S does not. Both pieces are situational in the stack, not as versatile as the T, and will often leave gaps if you are unprepared.
>Tier 4 O Explanation: The O piece does have its uses, such as burning lines in double-wides and not leaving dependencies in 2-wide holes in the stack, but very often the O piece becomes a nuisance due to it not fitting into 1-wide gaps of any kind.

Double wide is optimal because it allows you to "throw away" blocks that don't fit in the stack and also burn lines when the stack gets too high. The only block you can't cleanly burn is Z. Scrub.
