Halo Anniversary was developed for the 360, meaning it most likely uses DX11. So when they went to develop MCC they probably thought it best to keep rolling with DX11 to avoid any possible conflicts.
Microsoft releasing this on Steam is likely them just agreeing that, since there are no DX12 features, there's no reason to keep it exclusive to the Windows store.

The xbox one only supports dx12 and the xbox 360 gpu only supports dx9 or some shit. They ported the game to dx12 to get it running on xbox one. Doom which is a ogl/vulkan game also got ported to dx12 on xbox because it doesn't support any form of ogl/vulkan.

You're going to have to move to Windows 10 eventually. New hardware requires it. Don't even think Linux is an option because it's such a mess people can't figure out which half-baked audio subsystem that doesn't actully work they should use.
