It's under the section for concepts of V. It's possible they had an entirely different idea for him involving Mundus at one point. Then direction changed.

How could he possibly sound edgy when 99% of his lines are just him being meek? His only vaguely edgy line he had in the entire game was the one where he tells the demons that their dancing isn't making the Sparda any happier, and it was more of a fedora line than actually edgy.
