I guess it comes down to how the clothes promote curves, and within this game's style I don't feel like her breasts are small with the other costumes, granted yeah I can see why they'd be smaller but as one user said her breasts have always been insonsistent and they might be boosted later down the line just like happened with DOA5.
I still enjoy how they all look and I think many of the girls look much better in 6.
