I've published on Steam. The one, single, only thing they check is if there is an .exe, and if the .exe starts. This is the ONLY thing they check.
So I know for a fact that if your build is denied, you either have no .exe, or it doesn't start.

Read the game description the dev gives, it's a MULTIPLAYER 4x game. I bet there is no enemy AI which is why it's MULTIPLAYER.

He should have just passed it off as early access. Then you can get online multiplayer games with no online capabilities.

He forgot to submit the game for review, which is necessary for your game to go live. It's a simple red-tape issue. He assumed it was automated, but you actually have to press an extra button to have it done. The game was not vetted, and he had to re-submit release procedure, which delays the game three days, which is the period in which Valve usually re-reviews the release requests.

That is. It's a product of poor communication from Valve about all steps necessary to release, and simultaneously oversight of the developer who did not double-check the procedure and make sure he did everything necessary.

Is the game actually good? Looking at the website it seemed kind of ambitious. Like there were too many features for it to all work well.

Nobody but the beta testers know but I can't find any early reviews or opinions from them.
I mean, what's shown in the few videos of the game that exists looks great, but it literally sounds too good to be true.
It's a one man project so I doubt it's nearly as good as the developer hypes it to be.

It actually surprises me that valve even asks people to send a review copy. I mean there are a lot of games that I've played for amusement that have been barely running pieces of garbage, some of which wouldn't even start up the first time, that were sold on steam.
