What they're gonna do is port Ultimate over again like Mario Kart 8, and if they can't guarantee return of the roster they aren't going to greenlight a Smash 6. Almost all of the sales and praise for Ultimate is riding on the "Everyone is Here!" slogan. They wouldn't reach a significant fraction of those sales or reception if they tell everyone "Your favorite isn't coming back." They'll make Sakurai do it or they'll have someone else do it if he's too broken down. Either way there's no way they're gonna announce a Smash 6 without being able to secure a deal with every party involved. Until then enjoy Smash U for the next 10 years

Sakurai said himself that they probably won't be able to pull this off again, and there's no way Cloud makes it back on the base roster going forward. DLC is plausible because SE gets a bigger cut that way.
That said people are expecting the gutting of the century when realistically we can probably expect something like Brawl -> 4 at worst and more likely Melee -> Brawl in terms of cuts.
