I don't think he ever truly achieved CHIM, just understood it. The whole point of writing the 36 lessons was so the player character could achieve CHIM.

The CHIM shit is mostly just one developers ideas that he talked about on fan forums. He doesn't work at Bethesda anymore so people debate whether or not it's still canon. As far as in-game stuff goes it only really makes an appearance in 36 lessons of Vivec and Commentaries on the mysterium Xarxes. Don't worry about it too much.
My guess would be because the Nerevarine defeating Ur was written on an Elder Scroll somewhere, and he can't mess with anything prophesied on them.
Same case here. Maybe a case of him playing rules lawyer. The Scroll could have stated the chunk of the moon will crash into Vivec city, it never stated WHEN it would do so, or how long after it fell.

I red a transcript once that explained that the only way Vivec managed to harness the power of CHIM without zero-summing is by only using it for creation/love/protection and never for selfish/destructive/hateful reason.
The only way for him to not zero-sum while using the power of CHIM (fusing with Divinity at the cost of the sense of self) is by being utterly selfless and thus changing his "1" into "0", thus making the ( 0) + (- 1) = -1 which is existing in divinity.
Think about it, not once did he fought for selfish reason, nor did he use his power for conquest. Only defense, and betterment of others.
In the end, he even self-sacrifices himself for the Nerevarine. This is why he's got an temple order and champions to do his shit. But he must be very careful to stay in a "Nirvana"-buddhist state, lest he zero-sums to oblivion.

Dagoth Ur was too autistic for CHIM. He was the anti-CHIM so it could have backfired spectacularly
You got two of those mixed up. Vivec is neutral and Sotha Sil is the selfless one.
He just doesn't brag because unlike Vivec and Ayem he doesn't give a crap about worship or godhood and cares about the bigger picture.
Indeed, but the heart only gave in the power necessary to understand Godhood (by allegedly going on a "journey" to ask the secret word to Molag Bal in exchange for hot, steamy, daedric sex). It's like this : you have to be lvl 255 to be able to unlock CHIM, aaand you must know the secret password (which is, conveniently, CHIM).
Even if removing Dagoth Ur would have been a selfless move from other's point of view (like yours or mine), it would have been perceived as a selfish act FROM Vivec's point of view (which would make him zero-sum).
In his text, and his saying, Vivec explains that he feels guilty and responsible for Dagoth's death, so just "removing" his mistake from existence would be (for him) the moral equivalent of brushing dust under the carpet.
Plus, Dagoth Ur has access to the heart, and because of reverse-Godhood shenanigans, is much more powerful than Vivec at the time.
The trick is, he has to act selflessy from HIS own point of view, not from yours of mine, which can explain the disparity of how you would perceive his actions.
I agree it's "convenient" for him, but it makes perfect sense from a lore-point-of-view

It's not too hard to understand, he cannot lie to himself, because if he does and fucks up (which is to say : "Oh, but I AM acting for the greater good" but he truly doesn't believe so), then he runs the risk of zero-summing by losing the grip of his Godhood over his over-inflated sense of self.
Plus, he knows that you cannot use CHIM to change reality too drastically, otherwise he would run the chance to "unmake" the universe, or zero-sum it (which would imply waking up the fucking Godhead).
