The tree branches that suck blood keep forming around you on mission 18 and it's clearly still pumping blood considering when you cut the vessels, it runs out of its supply of blood and retracts.

Yes he can, it forms a seat for him in mission 18 when he wants to sit down.

How do you know it's not just blood already in circulation instead of freshly harvested?

Because the Tree is still growing/forming the portal and using up blood given what the fact they keep saying they have to stop it before it fully enters the human world. Plus, why would it keep forming feeding tentacles and needles if it's not still feeding?

Tree had a singular purpose of bearing a fruit and was a dead husk at that point.
V says that he woke up to justice and understood the gravity of his sins and spends the entire game trying to undermine Urizen, the thing both he and Urizen shared is their desire to finish the business with Dante and that was carried over to Vergil as well.

No it isn't, it keeps mutating to feed off of people, forms the chair when Vergil wants to sit down and is still opening and enlargening the door to the demon world. Vergil sitting on the chair and letting it feed/fuse the worlds together at the end is literally exactly what Urizen was doing.

Doesn't mean there's any living humans in the area to feed off of, the only ones we see are the soldiers so it's safe to say there's barely anyone else around lef5 by that point

Urbanites are meant to be harvested like wheat fields, i don't see the problem

The Tree literally lifts itself off the ground and starts trailing its roots around to find more people to devour off them plus those roots keep spreading out further and further as you play through the game. Never mind Empusa going out, hunting down people and dragging them back to be fed off of by the Tree.
