Yes it is. If a website requires a phone number during registration, then it is acceptable. If you don't want to make an account because you don't want to give your phone number, just walk away.
In Wargaming's case, they never ask for a phone number during registration. They only ask for it when you want to export your data from their servers. That is unacceptable, because they claim a phone number is used to "identify" the real owner, which is bullshit because a phone number doesn't identify shit.
Wargaming's game launcher does the exact same shit.
It even used to take a screenshot of your desktop during beta and they removed it when somebody warned everyone against using it.

Someone claimed the phone number can't be used to ID a person. Now you're claiming that it can be used to ID someone and thus asking for it has a valid reason (to make sure the person exporting the data is who they said it is).
So which is it, yuropoor? It can't be both a breach of privacy and also totally pointless in identifying someone.
