I think this mostly has to do with narrative. I'm pretty sure you could replay something mechanical like The Witness, but it'd probably be missing the novelty of discovering new puzzle mechanics that made the first playthrough so much more enjoyable.

It's at best retreading old memories or experiences with a puzzle, it won't provide anything new as you do the same things as before and the solution is set in stone. A book can be reread and benefit from it if it has depth, not as much so as gameplay-focused games but still. Obra Dinn being a mystery game I can see how it would be really low on replayability though.

No, this is much more unreplayable than any other puzzle game. The reason is that most of the "solutions" (the names and roles of characters) are almost impossible to forget, since they click everything else into place.

No, Ace Attorney is surprisingly replayable, because after a couple years you usually only remember who the killer is. The details get forgotten.
Return of the Obra Dinn is like Ace Attorney if the only gameplay was "name the killer".
