If you think that an action is morally wrong just because it results in unintended and unforeseen consequences then you have a fucking child's view of morality. The purpose of the white phosphorus sequence isn't to guilt trip the player, it's to drive home the fact that people are often required to do the most awful shit in order to survive, and whatever your moral compass says is right and wrong doesn't matter because you have to make that choice.
