A lot of Big Boss' legend comes from members of MSF scattered all over the world telling stories about him. Those stories became heavily embellished over time. The reason Big Boss became a legend is primarily due to that, as well as rumors regarding his activities during Operation Snake Eater and the Peace Walker incident. Operation Snake Eater in particular was probably the main biggest contributor to his legend: He defeated the legendary Cobra Unit and the Mother of Special Forces, the Boss. That alone cemented him as the "Greatest Soldier of the 20th Century".
Nothing Venom really does can compare to Operation Snake Eater. It's similar to why Solid Snake became a "legendary hero", because what he accomplished in Shadow Moses was considered fucking crazy.

You also have to remember that while Venom Snake was expanding Diamond Dogs, Big Boss was also creating Outer Heaven simultaneously. After that, he'd also build Zanzibar Land, giving Outer Heaven to Venom. So it's not as if Big Boss was jerking off for all that time. And unlike Venom, Big Boss didn't have Kaz and Ocelot supporting him.

No. Big Boss is the one that made Outer Heaven. So that wouldn't make sense. If we take it literally he seems to send it in 1984 after XOF is dealt with and the coast is clear.
