How are you supposed to use the spy dagger? Both stabs have an hour long recovery animation that let anybody you hit just shoot you in the face.

You're referring to the Beta Dagger, not the Spy Dagger. The SD is the one with the slashes. In SO you just stab dudes with RMB and hope it works for the best. In UNL you shoot them down to half health, then stab them with RMB for the kill, much like using any melee weapon in UNL. SD is a better choice in UNL honestly. BD is more useful in SO because the damage is better, if I remember right.
