I've always approved that you should always try to push the medium forward, graphics wise. If nobody ever did that, we would've been stuck with extremely rudimentary graphics until today.
But what a lot of developers are lacking is a strong art direction and knowledge of what they can or can't do with their system.

I played an untranslated ROM for it maybe five years ago for a few hours. The controls were fucking terrible.

I wish there was a comfy Halloween game with an art style like this throughout. Costume Quest comes close but it abandons it after the first level. Same for CQ2
