I never had a problem with input lag, and there was only ever stuttering when I used my phone wifi to play instead of plugging it directly into my machine.using a fixed/ wired connection.
The 30 fps was fine for me, and you're probably not going to get any better unless it's rereleased for the PS5, and I can't really speak for the frame pacing since I've grown accustomed to running games on less-than-optimal hardware.
