Switch is region free. Importing the Asia version of the game will include english subs. I'm not sure about DLC but making a japanese account takes 2 minutes. They do not accept US payment directly but if you set up a Japanese Paypal with a Japanese address you can add your american card to the japanese paypal and the Japanese eshop account can charge the paypal and your card. That's how I bought Dragon Quest Builders 2 at launch.
