I've never even played the game but even I can tell that she's obviously there as a break from the tone, comic relief, and/or characterization.

No the story revolves around her and her monther (another unlikeable mary sue character btw).
There's literally a main mission where we have to go to the store 3 times to bring dog food, water and a plate for an injured puppy that this girl wants to save.

You should be glad you're playing the remake then, the original had more time where you would walk her around buying her food, playing games and winning her prizes in the claw machines.
Honestly I loved that shit, keep playing, you'll understand why she's so important.

You're playing the wrong series. You get like five to ten minutes of that in every game. It's not a game about the Yakuza, it's about a guy who got out of the Yakuza getting roped back into it.

As someone who's played only 1 and 2 I have to ask, why was Kiryu even in love with Yumi in the first place, besides her best fitting the bill of yamato nadeshiko? She's boring and fickle..

Childhood crush. He spent his entire childhood growing up with her at the orphanage with Nishiki. It's the same reason why Nishiki only has eyes for her despite Reina's smoking body being right next to him literally rubbing up against him and him going "No way fag".

yakuza 0 was all about yakuza.

It's an absolutely mystery how two red-blooded young men can look at this lady and go:

Is Kiwami just a carbon copy of Zero?

Yakuza 0 on Kiryu's side was about working with a man with ties to the Yakuza to find a person who had the stake in an area to prove he was set up by the Yakuza. The vast majority of it involves those guys just threatening him and Nishiki/Tachibana helping Kiryu out. On Majima's side it's Sagawa messing with him so that he can't get back into the Tojo until he teams up with Lee and Makoto and starts running from them. The Yakuza drama only involves Sagawa for a tiny bit and then Shimano/Dojima right near the end of the game.

The Yakuza begin the problems for the MCs but we don't spend hours watching people like Awano, Kuze, Shibusawa, Shimano, and Sagawa make a bunch of deals or instigate stuff. We always catch the tail end of it or just get a small enough amount of information from inside to continue along the story. 3 is like the only time I can really think of there being a bunch of Yakuza business and having to deal with internal politics because it involves the deed to Kiryu's land and a whole host of other nonsense involving the government being corrupt. Not to mention the Kamuro Hills deal with Majima and all the stuff with Mine and his underlings.

Something about representing his humanity or some shit. The best parts of the series are always the parts where she isn't present. But you still don't get a lot of Yakuza politics, largely because Kiryu just isn't that interested in such things.

Her mom is even worse, and her role can basically be summed up as "Local woman ruins everything."

Again, they instigate the situations but it doesn't stick around to follow their every action like the guy wants to have a bunch of drama revolving around the inner workings of the Yakuza. The events have ties to the Yakuza, sure, and they have people from the Yakuza involved in it, sure, but it doesn't revolve around dealing with the interpersonal drama of the Yakuza clans a majority of the time. Like, in 2 the Omi/Tojo alliance is a big thing which immediately goes to the wayside just to find Daigo and then help out Kaoru for the next dozen chapters trying to find Daigo and the Omi Chairman, not the politics of leading the Tojo Clan, having to run the Tojo Clan, how the Omi rules, how the Omi do things, how Ryuji wants to take down the Tojo, etc. They drop information about how the Tojo are weak now, but past that it's just Ryuji coming around to taunt everyone.

It's always surface level stuff or just ways to get the story rolling, you never learn deeper things about the clans, you're lucky if you even meet underlings to begin with, 3 and 6 have the most dealings with corrupt government, 4 has corrupt cops but only really goes into it right at the tail end of the game, it takes until 6 for Kiryu to finally address a lot of the Tojo Clan drama with Daigo, 5 is "Where's Daigo" and the Yakuza drama doesn't even start until around Haruka/Akiyama's chapter (Though you do do some stuff as Kiryu and Saejima involved with the Yakuza to get information), and so on.

The Yakuza are a backdrop and a setup for events and then the inner workings go to the wayside.

Oh, but to add a small correction to this you do learn about Kazama's involvement in the clan in 2 on a somewhat deeper level, that does happen. So if you want some backstory on the Tojo Clan then 2 has more Clan-related business than usual because it's how the story goes forward.
