Microsoft is in it for the long run. They know that the biggest moneymaker for them in the coming generation is going to be their IPs and services, not their hardware. This is why Game Pass is coming to Switch and has all their latest AAA releases on it. They make far more by having recurring subscriptions from their customers compared to buying physical or even digital copies. This is the same reason why Office 365 exists.
Also note that, as far as the ad seems to describe, MCC WILL be available on the Microsoft Store. One would assume that Game Pass subscribers would get access to it that way.
Really, in my opinion, Microsoft's smartest move would be to release it on both Steam AND the Epic Store. There's very little reason not to sell your product on as many storefronts as possible, but it's entirely plausible that Microsoft just doesn't trust Epic enough at this point.

PUBG licensed the Unreal Engine, made the runaway hit Battle Royale game with it.
Epic saw that, thought "hey, nice game you got there" and took all it's ideas and grafted them into their failed co-op PVE game Fortnite, and released the result for free completely undercutting PUBG
Epic could completely shit in PUBG's face because as the people who made the engine they could make something without PUBG's faults (notoriously poor optimization at the time) and PUBG couldn't even add notable features to their game without Epic knowing and being able to steal them since guess who they would have to work with to implement things at the engine level?
It's an enormous, comical conflict of interest. It's pure laughs that thinks PUBG not being able to take on the company that could literally revoke their license on a whim and who was pumped up on hundreds of millions of dollars made of stealing PUBG's lunch at the legal level is some repudiation of them
