There's two food stores in megaton that readily answer what they eat, i.e. mostly local wildlife like molerats and mirelurks. You come across hunters in the game who collect this meat and sell it to settlements. This food is roundly considered to have little nutritional value and taste like shit but it's all they can get because attempts at large scale farming have failed abysmally thanks to a lack of clean water in the area. The main quest is about providing clean water in the area. It's not that hard and yet when you are a pseudo-intellectual with a bias it's very easy to miss the blatantly obvious and say very stupid things under the delusion you are being very smart. The only thing that makes you an even bigger retard of a pseudo-intellectual is rather than admitting fault you begin to selectively nitpick and hold to a different standard in a pathetic attempt to maintain your false sense of superiority. Now watch as people whine about how Fallout 3 doesn't demonstrate a 100% complete ecosystem, something no game ever does, and therefore the game is crap.

City 17 exists in a world where clear infrastructure is in place, ala the modern world, in the form of the Combine. There's no question as to how they eat because the Combine clearly has an infrastructure in place to bring food in. In Fallout it matters because Megaton is explicitly isolated and has no set-in-stone infrastructure for food.

Yeah, but the problem with that is that New York and Tokyo are civilized cities in a globalised world. The capital wasteland is made up of largely small, isolated settlements that have limited trade and are presumed to be subsistent. Hence OP's question.

Why is every settlement in Fallout 3 supposed to be a trading hub with no way to get food itself despite the fact that it's far less organized, connected, and more dangerous than even Fallout 1's California.

The list goes on and on. The only people who seemingly grow their own food are Arefu, somehow everyone else is trading with mysterious food merchants from outside the capital wasteland.
Arefu can't supply the whole Wasteland on their own with their 5 brahmin either, at best they'd be able to trade with Big Town and that'd be it.

They're literally down the road from Goodsprings, a town which makes all of it's cash from farming.
Nevermind the fact that they're also down the road from the Mojave Outpost, where all of the Califronia traders are going to pass through, likely with plenty of food to trade.
