Why exactly does it violate copyright laws? Hacks and mods normally don't include any copyrighted material, such as existing code or parts of the game. It would be like selling a third party spoiler for a specific car brand.

Mods in singleplayer games not, but the license you accept to install a game might have lines that its prohibited by law to integrate into the games files (mainly online shooters)
EULA's don't override national law and don't make it a crime breaking them. If an EULA has something like, "You are not allowed to modify the memory of the game", then the worst thing that's going to happen to you is that your contract with them becomes void and they terminate your account. It's a civil matter at that point if anything.
It's also highly questionable whenever you could charge for damages based on "ruining the game for others", since every player also accepts the "online activity unrated" claused, which also takes away the responsibility of corporations to provide reimbursement for times when the server is not reachable.
