The concept of Isabelle's moveset isn't even properly implemented in the game since her down special setups can be jumped through without caution. Mewtwo is a big character who is light and has exploitable recovery like Ness.

The rest is not worth looking at. You can't make tier lists if you don't play the characters you are placing.
