Actually false, it's always easier for dictators to hold power the more diverse the people are because it allows them to divide and conquer to hold power. Figure out whichever group grants you the most power and side with them, then pit them against everyone else. The more homogenous a society is, the harder it is to divide them, and the more likely they define the divisions in society based on who has power, which results in the dictator being in the crosshairs. Even in non-dictatorships this is the case: one of the biggest periods of civil upheaval in the US in the late 1960s/early 1970s was when the percentage of foreign-born population was dramatically low. Higher amounts of foreigners means it's easier for the right to build a base of loyal patriots defending society against the evil invading foreign hordes, while the left eats itself trying to balance cultural tolerance and individualism in the face of immigrants who themselves come from highly conservative societies.
