Fantasy is at it's best when explored through the eyes of a human. Giving yourself supernatural abilities and nonhuman features dissociates you from your character and hinders your ability to truly play the role.

If they're brainless, brain-hungry zombies that are basically just trying to eat you, then they're no more evil than a wolf trying to kill and eat a sheep.

If they're reincarnated humans that can still think, they could range from lawful good to chaotic evil.
Even liches don't have to be evil, there is just nothing that makes them evil per se, just because they're reanimated humans.

If they were plotting to capture the innocent princess and take all the gold from the poor people of the land while also terrorizing and threatening them with destruction (basically what ISIS does), then that would be evil

But if the dragon is just sitting in his underground lair and doing whatever, thats not evil.
