Honestly Tifa's outfit is perfect the way it is because it represents the three things that she is, a country-girl, a bartender, and a martial artist.

Changing Tifa's outfit just makes her even more of a generic big-breasted party member than she already was.

Baby Bowser actually looks different from Jr in Yoshi’s Island, Yoshi’s Story, and Yoshi’s Woolly World (however, it’s hard to tell since everyone in that game looks pretty different in yarn). It wasn’t until Partners in Time where he literally looks like Bowser Jr. without a bandanna or with a bandanna that doesn’t have that scribbly mouth in it.

Yeah, Junior's usually portrayed as preferring to use mechas or other minions whereas Bowser just goes toe-to-toe with Mario.
That design was actually one a drawfriend did for me based on Bowser's Skylanders concept art (specifically the fourth design).

They're great because Bowser does have military forces and so those designs play to that.
the final HammerSlam Bowser is more gladiator/barbarian by comparison.

it's a race swap and you can't really convey the differences between white and asian with an anime art style, changing to a darker ethnicity is a much more noticeable change than doing something like asian to white or white to asian.

This, and when character designs are idealized (which is the norm for video games, especially eastern ones) characters tend towards what we would call more Caucasian looking features. Your average Japanese person doesn't look white, but after all the surgeries and treatments they can get a lot closer to whites than they usually do.

that's the problem with the whole "trademark 'race'" idea, though, these algorithms are designed to match up with those ideas, but 80% of people on the world DON'T match up with those ideas. Sure there are stereotypes that people make like black people having wide noses, asians having slants, etc. But for every person you could argue meets that stereotype, you can make a different argument saying 5 other people don't.

That is true. I can understand design evolution between classic and modern but it does seems like the developers actually want to give the Sonic characters different designs in some games like Boom for an example.
