I don't think it's necessarily that people want it to fail, but it most assuredly will. The shlooter market is hypersaturated, and it doesn't look as good as other games in the genre, like Destiny 2 and its customization, or Anthem and its innovative mechanics, like combos and the jetpack.

The looter shooter genre is in its infancy, and Destiny 2 and Anthem are abject failures. If anything I see Division 2 being a success by default so long as the gameplay is passable and there's more than a week's worth of content. Lots of people are feeling burned by Anthem right now and looking for a similar game.
